Named the Tokyo Bay eSG Project, the goal is to boost international competitiveness by creating a city that is both sustainable and economically viable, offering a model for post-COVID cities through the use of cutting-edge digital technologies. Solutions to the challenges faced by large cities will come from the new technologies of the companies invited to run pilot programs, such as:

reducing traffic congestion and greenhouse gas emissions generating clean energy by mid-October, with up to 30 million yen (7.3 million dollars) in funding per project for the first year. Plans suggest there could be fuel-cell ships and clean energy generated by solar installations and vertical turbines, even in typhoon-like winds. Additionally, carbon capture, water purification, and recycled plastics are being considered. |
| There are also plans to expand an unused plot of land in the middle of the bay to 1,000 hectares (2,470 acres), with about one-fifth of the development already completed. The uninhabited area hosted canoe and rowing competitions during the Tokyo 2020 Olympics and is currently used for container storage and waste processing. According to the metropolitan government, the project is expected to begin testing as early as next year. |  |
