In support of Romanian companies in the construction, food, and material sectors, the Ministry of Investments and European Projects (MIPE) announced on July 19, 2022, that these companies can apply for new SME grants ranging from €50,000 to €500,000 under Action 4.1.1-POC Bis, an extension of the 4.1.1-POC investment scheme.
The project submission session for Action 4.1.1-POC will start on August 16, 2022. This is an extension of the previous measure but with a separate budget, allowing access to non-reimbursable funds for firms in a more restricted list of CAEN sectors. Applications for Action 4.1.1-POC Bis will be accepted in the SME Recover grant system from September 20 to 26, 2022. Selected projects will then be transferred to the EU fund management system MySMIS2014 for implementation.
The allocated budget is €89,535,149, of which €75,000,000 is funded through FEDR-REACT-EU and €14,535,149 is co-financed from the state budget, with the possibility of additional funding through over-contracting, potentially reaching a total of €300 million. Companies will need to provide co-financing ranging from 25% to 40%, depending on the size of the enterprise and the investment location. Bucharest is not eligible, while Ilfov County is partially eligible. All other counties will receive funding, with varying co-financing percentages required from beneficiaries.
Regional state aid is granted for projects aimed at initial investments. Grants are awarded for investments in tangible and intangible assets intended for re-technologization, which are related to the financing request and necessary to ensure the production capacity of goods for restoring resilience capacity.
